Challenge
Collect enough valid signatures to qualify before a filing deadline that could not move, in a jurisdiction with its own eligibility, witness and form requirements.

Staffing model
Circulators recruited against the daily production figure the target required, with sourcing kept running above replacement so a shortfall could be answered with added capacity rather than longer hours.
Operational structure
The submission goal was set above the statutory minimum using a realistic validity assumption and a deliberate buffer. That figure was divided by days remaining and circulator capacity to produce the daily number every market had to hit.
Field execution
Circulators were trained on the specific form, eligibility and witness rules before deployment. Turf was assigned where signatures actually existed and rotated when a location stopped producing.
Reporting
Daily production tracked per circulator and per location against the required rate, so a shortfall was visible the day it appeared rather than at the end of the week.
Quality control
Verification ran throughout the drive rather than after it, so circulators producing invalid work were retrained or replaced while their production could still be recovered.
Outcome
80,000+ signatures collected on the engagement, submitted against the filing deadline. Planning to a validity-adjusted target, rather than the raw minimum, is what made the submission defensible.
